“With fewer than 15 percent of eligible lawyers voting in last fall’s three-way election for president-elect of the Virginia State Bar, a four-member group has been named to see if technological issues may have impeded participation.

Current VSB president Kevin E. Martingayle said he appointed the panel in response to concerns from three VSB Council members that some Virginia lawyers either did not get word about how to vote or were unable to do so.

The voting that ended Nov. 1 with the election of Michael W. Robinson as VSB president-elect was the first to use electronic balloting, with emails used to notify lawyers of the web-based election process administered by Survey and Ballot Systems.

Of 31,180 eligible voters, 4,517 cast web ballots (14.5%).

An accompanying survey showed 95 of those responding were either “satisfied” or “very satisfied” with the process, according to VSB officials.

He named former VSB president Sharon Nelson to head the study group and appointed bar council members Tracy Giles, Jay Myerson and Christy Kiely as members.”
