Russian Federation National Indicted in Texas for Cyber Hacking Enterprise

The Eastern District of Texas’ Attorney’s Office, part of the Department of Justice, recently released an article about a 23-year-old Russian man, Igor Dekhtyarchuk, who was indicted for operating a cybercriminal marketplace.

Dekhtyarchuk’s marketplace sold thousands of stolen login credentials, authentication tools, and personal identifiable information, Eastern District of Texas U.S. Attorney Brit Featherston announced. Dekhtyarchuk, a resident and national of the Russian Federation, was charged and named in an indictment returned by a federal grand jury on March 16, 2022.

Dekhtyarchuk was the administrator for “Marketplace A” which claimed to have sold access to over 48,000 compromised email accounts and over 39,000 compromised online accounts, which averaged about 5,000 visitors every day. The purpose of Marketplace A was to sell unlawfully obtained devices for compromised online payment platforms, credit card accounts, and retailers. It also provided the data associated with those accounts, including home addresses, login credentials, names, and payment card data for the victims that were the actual owners of those accounts.

Igor Dekhtyarchuk has been placed on the FBI’s Cyber Most Wanted List and, if convicted, he could face up to 20 years in federal prison.

“This case is being investigated by the Federal Bureau of Investigation Houston Cyber Task Force with the assistance of the FBI Dallas Field Office, the FBI Cyber Division, the National Cyber-Forensics & Training Alliance, the FBI Legal Attaché Riga office, and the State Police of Latvia.  This case is being prosecuted by Assistant U.S. Attorney D. Ryan Locker,” the U.S. Attorney’s Office announced.
