European Union AI Act: Draft Version Agreement

Reuters reported that European Union lawmakers agreed on June 14 to adopt draft artificial intelligence rules which include a ban on the use of the technology in biometric surveillance and require generative AI systems like ChatGPT to disclose AI-created content.

AI would also be required to help distinguish deepfake images from real ones and have safeguards against illegal content.

The legislation also sets tight restrictions on “high-risk” AI applications, which are those that threaten “significant harm to people’s health, safety, fundamental rights or the environment.”

These include systems used to influence voters in an election, as well as social media platforms with more than 45 million users that recommend content to their users — a list that would include Facebook, Twitter and Instagram.

The Act also outlines transparency requirements for AI systems.

Microsoft and IBM have signaled their approval of this latest move.

Details must be worked out between EU countries and the Council of the European Union before the draft rules become final. This is expected to happen by the end of 2023.

The EU hopes that the new act will set global standards for AI. If the act is approved, it will apply to anyone who develops and deploys AI systems in the EU, including companies located outside the EU.

At the Yale CEO Summit, held during the same week, more than 40% of business leaders, including Walmart chief executive Doug McMillion and Coca-Cola CEO James Quincy, said AI has the power to destroy humanity 5-10 years from now.

I’d love to report this kind of progress in the U.S., but we are several years behind the EU in taking these sorts of actions.
